How to apply for Stability Certificate


 

Checklist:

  • Approved Building and Machinery layout plan, elevation and cross sectional views along with electrical connections (Blue printed, and drawn to scale);
  • Original Factory Licence ;
  • Structural Design of the building(s) including foundation with special reference to the machinery, plant etc. installed.
  • Stability Certificate signed by the competent person.

Brief Overview

An entrepreneur, intending to occupy or taken into use any building constructed, reconstructed or extended as a factory, is required to obtain a certificate of stability in respect of that building from a competent person authorised for that purpose and accepted by the Chief Inspector of Factories, Assam for the purpose of the Factories Act,1948.

    (A) An entrepreneur shall apply along with necessary approved drawing and other to Competent Person for Certification of his building or precincts thereof to be taken into use as factory;
    (B) The Competent Person shall inspect and examine the building(s) with reference to the approved drawing, make tests and verify the structural design calculations and issue the certificate of stability.
    (C) The applicant after obtaining stability certificate and structural design calculation report shall submit to the Chief Inspector of Factories for his acceptance.
    (D) The Chief Inspector if satisfied may endorse his acceptance and issue
    (E) If not satisfied he may order recertification by another competent person.

Eligibility Criteria

An occupier is to ensure that-
  (A) The building(s) including foundation have been constructed as per relevant I.S.Code and no deviation of any kind from the approved plan have been made without written permission of the Chief Inspector.

Accompanying Documents Required

  (a)  Stability Certificate signed by the competent person (in triplicate);
  (b)  Structural Design of the building(s) including foundation with special reference to the machinery, plant etc. installed.
  (c)  An undertaking specifying clearly that the construction of the building(s) including foundation have been done as per the structural design under his observation and /or under the guidance of a registered technical person engaged on this behalf.

Important Timelines

  (a) Due date for submission: At least 15 days before occupation or use of the building as factory.
  (b) Time for processing: 7 Days
